GENERAL RULES AND PROCEDURES FOR ALL DIVISIONS 2009

GENERAL DISCLAIMER
The rules and regulations set forth are designed to provide for the orderly conduct of racing events and to establish minimum acceptable requirements for such events. These rules shall govern the condition of all events, and by participating in these events, all participants are deemed to have complied with these rules. NO EXPRESSED OR IMPLIED WARRANTY OF SAFETY SHALL RESULT FROM PUBLICATIONS OF OR COMPLIANCE WITH THESE RULES AND/OR REGULATIONS. They are intended as a guide for the conduct of the sport and are in no way a guarantee against injury or death to a participant, spectator, or official.
Continuous developments in racing may necessitate changes that we cannot anticipate at the time the rules are formulated. We may if necessary, update, modify, or add to these rules during the season! The -EXCEPT IN RARE INSTANCES' (EIRI) Rule is applicable and in affect at all times. NO EXPRESSED, OR IMPLIED WARRANTY OF SAFETY SHALL RESULT FROM SUCH ALTERATION OF SPECIFICATIONS.
Minimum Age Requirements
Minimum age for competitors an IMS shall be thirteen (13) years of age on the 1/2 mile track. All competitors,regardless of age must have a minimum of one-year (1) of competition in an a Late Model Series type car; a weekly local track Late Model program; other approved touring sanctioning body cars or trucks; and subject to approval by the IMS Competition Committee. All competitors maybe required to take a written and/or driving ability test under the guidance of the IMS Competition Committee. For age limits on the 1/4 mile track ask at the Pit office.
Competitors under eighteen (18) years of age must have on file in the Illiana Office a signed Parental Release Form and Parental Hold Harmless document.
Personal Conduct
Car or team owners will be held responsible for the behavior of the driver, crewmembers and any other personnel connected with that team. Penalties may be enforced against entire team for conduct infractions committed by any one member. PROPER BEHAVIOR REQUIRED AT, BUT NOT LIMITED TO THE RACE TRACK, GROUNDS, SPOTTERVILLE OR ANY AREA DETERMINED BY IMS OFFICALS.
A. Unsportsmanlike conduct such as hand gestures, foul language, throwing of objects, on-track retaliations or visual display of bad temper by drivers or their crew will result in appropriate penalties.
B. Fighting is strictly prohibited. An owner, driver or crewmember initiating or participating in a fight may cause the team(s) loss of points; purse/point money accumulated by team(s) and may result in disqualification or suspension of team(s) or individual(s) at the discretion of IMS officials.
C.Verbal abuse or physical threats made to IMS officials, track employees, fans, fellow competitors, etc. by any owner, driver or crewmember, will not be tolerated and will result in appropriate penalties.
D.Deliberate reckless behavior by owners, drivers, crewmembers or other team members, on or off track, endangering the safety of officials, track crews or fans, will result in penalties at the discretion of IMS.
E.Consumption or use of drugs and/or alcohol prior to and/or during IMS events is
prohibited. Alcohol consumption in the pit/paddock is prohibited at any time by officials, drivers, crew members or car owners. No persons with an armband will be served alcohol from the beer gardens unless they turn their armband to the beer garden.
PIT ENTRY
All competitors and crewmembers must purchase a pit pass, and this pass must be displayed at all times. No one may enter the racing area until all releases, registration, and/or entry forms have been signed. Read the release and understand it, it's your responsibility; if you have any questions, please ask. Anyone caught in the pit area without a wristband will be charged $50.00 for a replacement.
ALL TEAMS ARE RESPONSIBLE FOR THEIR DISCARDED TIRES!!!
You must take your used tires. Fines will result with failure to comply; also discarded oils or toxic materials must be disposed of in proper containers, NEVER on the ground. Garbage cans are provided for trash only! Waste oil barrels are available by gas pump.
INSURANCE
When involved in an accident with injury advise officials / medics immediately so the necessary insurance reporting forms are filled out. No claims will be considered unless they were reported prior to leaving the speedway. Contact the medics in the rescue vehicle and give them a full report before you leave the speedway.
PRACTICE
Classes will be given ample time to practice, generally 2 times. It is the driver's responsibility to know when practice for his class is. When entering the track pull down to the inside groove for warm up laps and then blend into traffic. Practice is over when the checkered flag flies. No cars from any division will be allowed to test, shake down, checkout, or practice their car behind a heat or during intermission. If your not sure your car will run competitively start at the back of the event or put it on the trailer.
QUALIFYING
All cars will be lined up by drawing a number. Qualifying begins at 5:30 P.M. All cars for the division qualifying must line up in order on the ¼ mile track before qualifying begins. Once the qualifying gates closes, you will not be allowed to qualify. Qualifying will consist of 1 warm-up lap, and 2 timed laps. In the event of a tie the first car getting the fast lap gets credit for it. Once a car takes the green flag that lap will count for qualifying completed or not. In the event a car does not time in it will be lined up in the tail of heat races or qualifying events. A driver may only qualify 1 car per division. If 70% of the field has qualified, qualifying will be considered complete with the rest lined up in the rear of events. In the event qualifying can't be completed alternate methods of handicapping may be used. The fastest qualifier will make a draw for the inversion of the feature.
TECH INSPECTIONS: We reserve the right to inspect any car any time for any reason.
TRACKSIDE
Do not enter the track with out authorization. An official will okay your entry at the track entrance and will signal you to precede .The only people allowed on the racetrack and infield area are race officials. No one is allowed on pit road unless working on a car. No working under car without jack stand. No sitting on the pit wall. No one is allowed on the racetrack at any time to make adjustments to a car, failure will result in car being disqualified.
DRIVER CHANGE
Driver changes; if approved go the rear of the field; drivers are allowed one car change per night. Once a driver makes a change he is in that car for the rest of the night. Car must have been qualified and participated in all races to the point of a driver change, must also have been in competition from that night of the races, make up races from week before not eligible. Must be done before the race has started.
FLAG RULES
Green; the race has officially started.
Yellow: Caution hold position.
Red: Stop immediately, stay in car.
Black: When waved at you, pit immediately.
Blue/Yellow Stripe: When waived your about to be lapped, move to the inside lane
White: One lap to go.
Checkered: The race is officially over.
GENERAL
(1) Only the outer pit will be open for repairs. Must have jack stand under frame before any work is done on car. Pit road must be entered and exited in a safe manner; pit road speed limit is 5 MPH. When entering the racing surface you must obey officials' direction, failure to do so will result in fines or disqualification. There will be situations where the pit area will be hot of certain races, those days will be announced at the drivers meeting.
(2) A car can be registered in only one division. A driver can compete in more then one division.
(3) Anytime your car becomes disabled. Stay in the car until the yellow comes out, the field slows at that time drop the window net to signal your ok. Wait for the safety crew or tow truck driver to arrive before getting out. (Unless there is a fire) If possible assist tow truck personal to get the car off the track as quickly as possible. The tow truck driver has the right to hook a car anyway he sees fit. (Don't worry about scratched paint on bars.) The driver will stay with car (unless injured) and direct tow truck driver to his pit. If no one helps direct the tow truck your car will be dropped on the ground in the middle of the pits. NO WORKING ON THE CAR, NO ARGUING WITH TOW TRUCK DRIVER, DON'T HOLD UP THE EVENT. Failure will result in disqualification and fine.
Track approved tow hooks mandatory, a strong cable, eyelet, etc allowed on the rear. Tow hooks available from Scott Machine 219-696-3709 off-season, or at the track during the season.
(4) All Competitors will have all the necessary safety equipment including approved helmet, fire suit, gloves and window net. Neck collar highly recommended.
(5) Any fine assessed to a competitor or crewmember will be added to the point fund.
(6) A five minute warning, and a one minute warning will be given for the feature line up at the end of that time loss of position, or fines will result.
(7) Once an alternate has been added to the event the original starter may not join that event.
(8) Only one tow vehicle per car will be allowed in the pits. No personal vehicles allowed.
(9) If you stop on the track to bring out a yellow, and then go to the pits under own power, you will be penalized 1 lap, or not allowed to restart.
(10) Arguing with starter or other officials automatic last place finish, if you get out of your car to argue you will be disqualified for the night and a one week suspension.
(11) Anyone that intentionally drops oil around the track will be fined $100.00, if you think you broke something get out of the groove, stop and have the safety crew check for leaks before trying to drive back to the pits.
(12) NO ANTIFREEZE ALLOWED IN CARS, $50.00 FINE IF FOUND.
(13) All entries must have complete bodies, with engine and body swap permitted. Must meet generally-accepted safety standards of the industry including a main roll bar and door bar structure, which must be constructed of .090" wall, 1-3/4" seamless tubing (minimum thickness). It is MANDATORY that all door bars on driver's side be plated.
Only steel round; rectangular or square tube is approved for roll cage or chassis construction of any main or supporting sub-structures. Wall thickness; size and/or diameters are specified where necessary.
A four-point (4) roll cage structure utilizing a minimum 1.75-inch x .090-inch (1-3/4"x.090") OD D.O.M. steel tubing is mandatory. The entire structure must be welded to the primary frame structure with a minimum of four (4) horizontal driver side door bars.
A minimum of 2" x 3" x .083" wall steel tubing is mandated for mainframe rails. No material substitution permitted. Mainframe rails are identified as Front Clip Rails; Mid-Section Rails; Rear Clip or Kick-up Rails. Mainframe rails and side rails must be located within the normal Tread width of the car.
Roll cage structure must be braced to the front frame stub, with the hoop section surrounding the engine compartment; running rearward with diagonal member's connection to the rear frame section. Nose and rear bumper cover supporting structures must be a minimum 1.500-inch x .063-inch OD steel tube. No material substitution permitted. All chassis to be constructed of steel including but not limited to tail sections, door bars, rub bars, bumper bars, etc. No structured member of the chassis may be aluminum.
No tubing less than .063" shall be used on any other supporting bars anywhere in the car, aluminum not allowed anywhere.
STARTS AND RESTARTS:
All starts and restarts are to be nice and even, with the front row even. If after two tries that doesn't happen we will get a new front row with the original front row to go to the tail.
In anticipation of a start the starter will signal one lap the caution lights will turn off, a moderate pace down to the white line where you gradually pick up the throttle, not to be a drag race and no shifting gears. In order to reduce the likelihood of an accordion effect accident; during false no starts the flagman will display the 'lazy' green flag; followed by the yellow light. Cars return to original positions on false starts. ON the original start the lap is complete if the entire field makes the lap.
On restarts no passing is allowed until the start/finish line penalty will be assessed at next caution or at the finish. Anytime a car leaves the racetrack under yellow or red flag the car must go to the rear of the field unless the event has not completed one lap.
If you question your restart lineup position pull next to the car you think you should be in front of and scoring will check your position. That decision is final. Don't stop to argue.
BLACK FLAG
A disciplinary black flag will not receive any money or points. A mechanical black flag will get last place money.
TWO LANE RACING
In all events there will be at least two lanes for racing. The front car has the right to pick their lane, but must allow challengers in another lane to pass. Consult the starter for additional clarification if needed.
MISC.
Officials reserve the right to utilize the yellow flag to check leading cars that are being considered for a black flag (leaks, smoke, sparks.).
All races are considered complete if one half of the laps were completed. Officials have the right to impose time limits on any event.
POST RACE
Immediately upon completion of the feature (all divisions) the top three, or more as determined by the tech inspector, shall report directly to the scale-tech area. At this time any necessary checks should be made. A crewmember will remove any part of the car the inspector wishes to inspect for legality. Only 2 crewmembers allowed in tech area after race. Crewmembers must stay with their car and leave with car when tech is complete. When weighed the driver will be in the normal seating position. If the car is found to be underweight there will be 1 more opportunity to reset the car on the scale if the car is still under weight the car is disqualified. Scales are available to all cars prior to all events. Make sure your car is legal on our scales before we find it illegal. The top 3 in heats, top 3 in feature must weigh in.
PENALTIES:
If a car is disqualified, the finishing order will be adjusted as follows, you will be given credit for the position point wise, but the money will stay the same. The disqualified car will not get points or pay for the night. That money will be added to the point fund.
CHEATING:
FIRST OFFENCE LOSS OF POINTS AND PURSE FOR THAT NIGHT AND MUST GO THROUGH TECH BEFORE BEING ALLOWED ON TRACK UPON RETURN, THAT ITEM AND OTHERS WILL BE INSPECTED. SECOND OFFENCE LOSS OF POINTS AND PURSE FOR THE NIGHT AND SUSPENDED NEXT RACE NIGHT, THIRD OFFENCE LOSS OF POINTS AND PURSE FOR THE NIGHT AND SUSPENSION TO BE DETERMINED BY MANAGEMENT, COULD LEAD TO INDEFINITE SUSPENSION.
(Read and understand the rules. Ask questions and get a clarification before you have a problem.
(Cheating will not be tolerated NO EXCEPTIONS!)
TRACTION CONTROL:
ANYONE CAUGHT USING ANY FORM OF TRACTION CONTROL DEVICE WILL BE LOSS OF PURSE FOR THE NIGHT AND BE SUSPENDED INDEFINITELY.
OTHER:
The Pits will close one hour after the final event. Car trailers in pits after closing will be fined late fee. The pay out will be made as soon as possible after the completion of final event.
RAIN OUT:
Points and money will be paid out for events run when the program is considered complete. If three events have been run (no rain checks) the remainder of the program will be rescheduled or canceled at the discretion of IMS staff.
TIES:
Championship points ties will be broken by the most feature wins, if still tied then the most 2nd place finishes, or fast times until the tie is broken.
POINT FUND:
You must participate in 70% of the races during the season to be eligible and be present at the awards banquet to receive awards. Awarded to the top ten in points in each division as a standard night or close to purse payoff .
PAYOFFS:
Nightly payouts can be picked up at the pay window the night of the races or the following week end at the office, either at the beginning or end of the race night, after the second week unclaimed payoffs go into the point fund.
